There will be absolutely no noticeable difference on your electricity bill. Easy ways to save are by taking shorter showers (if you have an electric water heater), turning off lights, and turning off the TV when not using it. You can also turn down the brightness of your monitor and set your computer to sleep when you're not using it. Undervolting it might save you... 5 cents a year?

If I understand it correctly, the PSU draws as much power as your system needs. Doesn't mean 600 watts necessarily. The PSUs efficiency determines how many watts it draws from the wall. If you have 80% efficient PSU, your wattage will be whatever your system uses + 20%. With higher rated PSUs (Silver, gold, platinum) the added percentage goes down. So at 85% the PSU would use whatever computer needs + 15%.

It only draws power by system needs , if the system wants less power then less electricity bills ?? I am undervolting it so that I have to pay less electric bill .

Solution
I would suggest you turn powersaving on in bios, APM, C1E, C6 and all those. My AMD fx-8350, when I'm surfing, is using 0.9volts on CPU (default 1.4v) and power is down to approx. 40W compared to 111W. These all pick up when I play games. So theres no performance loss.
