So I'll just post this http://prntscr.com/a6c54t. I've been testing it in unigine valley 1.0 basic for around 10ish minutes with those settings and minimum fps was around 16, max was 46 and average was around 22 to 25. High settings and 4x AA. I was lowering the voltage by 10mv at a start and then by 5 at the ending. Power limit by around 5% and around 3% at the ending. I lovered core clock and memory clock at the minimum. There are some gpu usage drops and I hope they are normal. I have a blower r9 290 and I don't want my ears bleeding while playing LoL, WoW or Cs Go. Your thoughts?

There are no any in my country. I'd have to buy a cpu cooler and then mount it on my gpu and get heatsinks and a fan for my voltage regulators and vram and it would cost 80e considering everything works and I don't mess something up.

Any headphines I buy, they break because of low quality build of anything, that,s why I ordered my parts by someone from hungary but he's not getting things anymore. With those settings I have around 70ish degrees and while playing LoL, WoW or Cs:go and those undemanding games, I have constant 60 fps(vsync on) on 1440p. When I want to play something more demanding like witcher 3, I will use the overclocked settings and while playing those mid demanding games(like the ones from 2011), I downclock it to only 700 mhz and memory to 1000 mhz. Right now I'm happy and my gpu is running very stable even tho I reduced voltage and power limit. Fan doesn't go above 1500 rpm. You can hear it but not as much. It's quite louder than the fans that run at 1500 rpm like my intake fans you can't even hear.
