Undervolting cap on Fx-4100

I overclocked my FX-4100 on asus m5a78l-m lx v2 mobo to 4.1Ghz so the temp was hitting 82 Celsius. So I undervolted the cpu which was hitting around 1.4-1.5 volts to 1.38v. The temp came down to 60 Celsius which is pretty good and the cpu is super stable, no BSOD after 40 hours of gaming. But when I lowered the voltage to 1.36v it still was hitting 1.388v. No matter what lower value than that I set it won't go under it. I am just curious to know if it's a safety feature and is it normal. I don't need to go lower than 1.388v but I just want to know if everything is normal.

That's your MB and it's BIOS at work, depending on make and model it probably has LLC (Load Line Calibration) or by whatever name it goes on it. It's job is to adjust voltage to some presets to ensure stability.
