Question Underwhelming experience with a 4090 ?

PSU: 1250w

GPU runs at 100% and I struggle to play alot of games at 2k resolution, Diablo 4 in particular. Ultra graphics I seem to get around 60 fps in towns and around 30-40 while actually playing.
I feel a setup like this should play any game I want with no struggle on 2k considering I hear tons of people playing at 4k resolution.

I've watched a ton of benchmark videos on youtube with people running a 4090 at 2k and they blow my FPS out of the water. I do hear a whinning noise when my gpu runs at 80%-100% which seems to come from the 12vhpwr cord (No idea if that's common or not). I had a after market 12vph cord from cablemod and ended up reverting back to the stock one due to that noise and hearing of those cables melting the plugin.

Drivers are all update up to date from Geforce experience.

Any information helps, my initial thoughts were a bottleneck from another part but the GPU runs at 100% according to the nvidia overlay.
 
What power supply specifically and how old is it?

What kind of monitor and cable?

Are you monitoring temperatures?
Tempatures are great never above 40c (According to L-Connect)

EDIT: Powersupply is brand new, I actually just installed it yesterday due to this issue. Only had a 1000w before so it's the first thing I changed out to see if it would help. No good results
 
Maximum ray tracing can destroy performance in Diablo 4 so if it's on that may be part of the issue. I'd suggest starting with something that is a known quantity like 3DMark just to see if your system is getting roughly what's expected for the hardware you have. Your slow memory is likely to cause some issues if you're trying to compare to other people's benchmarks.
 
It does seem like your 4090 is underperforming. How many watts does it draw when you are playing Diablo 4? You can install HWmonitor to see information like power draw, max clock speeds, utilization, etc.
 
Temperatures not going over 40C is very low, so low that I don’t think your 4090 is drawing a “normal” amount of watts. I think that while your GPU cores are being fully tasked out (100% utilization), your clock speeds are probably low due to a low power draw.
