Question Undoing changes

When i am trying to reset my pc it gets to about 59% complete then begins undoing changes

it then brings me to the login screen and i cannot log into my computer gives me the message

"the user profile service service failed the sign-in. user profile cannot be loaded"

i have searched online for fixes and a lot of them say to boot my pc into safe mode but when i try that
it just white screens and then im back to the beginning again

anyone know why this is happening or a fix for this problem?

specs are:

Rtx 2060
ryzen 5 2600
16gb ram
gigabyte A320m-s2h motherboard

i am on windows 10 unsure which version sorry

i am just trying to reset my pc and remove all files etc so i cant sell it

In that case utilize a Windows installer to use advanced options/delete partitions and then move forward with a base install.
