Undying Thirst question

What constitutes a vampire that this vampire "can diablerize"?

Specifically:
If the vampire with Undying Thirst is required to take a mandatory
non-hunt action (i.e. Lunatic Eruption), is he exempt from the
Undying Thirst since he is not able to take a diablerie action?

Similarly, if the vampire is in torpor, can he take from-torpor
actions (leave torpor, rapid healing, etc) if there are other
vampires in torpor who would otherwise be valid targets for
diablerie?

Yes.

One that be the target of a diablerie action announced by that
vampire.

Yes.

"Otherwise" if he were not in torpor, you mean?
Of course. You cannot diablerize from torpor.
