Unexpected lag win 10

I have a 3.7ghz amd phenom
8 gigs ram
Gtx 1050 4gig gpu
Windows 10
When I play games that, on paper, my pc should destroy, I get lag, sometimes bad. I noticed it the most in the witcher 2.
This is a second hand pc that I bought and Im scared I bought a lemon.
Plz help me

Witcher 2 may not be the best benchmark as it often has to do with port of the game to the current OS, than the system itself. But if it's all games, while I don't expect fps in 100s, you should have fairly smooth playing experience at certain settings (I wouldn't slide them to highest). If you get hwmonitor, where are your temps when you play games, and what's the gpu utilization at?

I did some more research and found that its the power supply... the gpu is drawing more than whats available
