Unexpected powerdowns

I have an AMD XP3000 system on ASUS A7N8X deluxe mobo. 18 months old, no recent changes. It has taken to turning off at random. I used ASUS Probe to check temps, fans and voltages and all seemed OK except 12v running at 13 volts occasionally peaking at 13.2 which I figured maybe the problem. So changed power supply, problem still there and interestingly the 12 volt line still hovers just above and below 13 volt according to Probe. A check with multimeter also shows 12.9v. This seems high to me and from what I understand the ATX spec says 12v + or- 5% and so is way out.
Any ideas on why the shutdowns, if not 12 volt. (cpu temp is max 60C even under load)
Could something be causing the 12 volt to go high?

The CPU temp seems a bit high...anything over 140F/60C may damage the cpu. I would try looking at the condition of the thermal paste...maybe replace it with some arctic silver or something...what is the ambient air temperature typically?

Im not sure about the 12v rail, hopefuly someone who knows about the voltage ranges of PSU's can answer your question.

Nope, 13v isn't a problem. 11 volts would be. To a certain limit, parts become more stable as you increase voltage.
