Unidentified CMD Screen interrupting gaming

I have a relatively new Intel Core i7 System I built exclusively for gaming. A few days ago I saw a Command Prompt Window appear for a split second, interrupting a gaming session. This persists despite scouring my system with multiple Antivirus and Anti-malware Programs. I have done several searches and found similar problems reported but none of the fixes seem to apply to my current situation. I have yet to be able to capture a Screenshot because I am just not as fast as my computer,,, honestly it happens so fast I barely even see it. If anyone has any ideas how to stop this other than completely reinstalling everything, I would certainly appreciate it. Below in a Spoiler tag is an abbreviated cut from a recent DXDiag save. I primarily play Fallout 4, Skyrim and EVE Online on this system.

UPDATE: This happens every few minutes, the prompt window appears in the Upper Left Quarter of the Screen and appears to run about a dozen lines, then closes very rapidly. I have also noticed that on Shutdown I have been seeing Broadcast Listener is preventing shutdown. I have read that this may be a part of Steam, but I have Broadcasting features turned off. I'm grasping at straws here... I am assuming that it is a Virus or Malware, in any case, it has made my system buggy and gaming is not what it once was.

UPDATE: sfc /scannow and DISM /online /cleanup-image/ restorehealth found no issues, yet problem persists. I could really use some help here... thanks.

UPDATE: Screenshots of Programs and Startup



While doing these Screen Shots, I used Task Manager from an Admin Command Prompt and noticed the Program Item in Startup. I disabled it. I have yet to have a new occurrence of the problem. I, however cannot locate any file named Program.exe or Program. I am of the opinion it is a hidden file of some sort. For information sake, I did not see this item until I forced an Admin Level Task Manager from the Admin Command Prompt.

The Program item was just found to be a leftover from Avira Antivirus. Under Windows 10 it is not as straight forward to locate. I found a topic to find out how to identify this here... https://www.tekrevue.com/tip/unknown-program-startup-windows-task-manager/

Update 11/21/2016 - 12:28 CDT Even after removing this remnant, I still have the recurring Command Prompt problem and the BroadcastListenerWindow is preventing shutdown. Still Looking for a Solution.

What programs have you got installed? The thing with PC gaming is it is best to keep your PC as clean as physically possible inside and out, it sounds like you have a program that is running in the background or something, what I do is I have my laptop for programs I don't want on my PC, and on my main PC I literally just have Nvidia stuff, Steam, AV and lots of games....that's it (it also doesn't touch internet browsers with a barge pole but that's just me being weird)

If you can post a list of all the programs you have installed we will be able to see what can be cleaned out, hopefully this will make the issue go away, also a screenshot of your startup programs in Task Manager would be helpful as well :)

I have updated the Original Post with 3 Screenshots... Windows 10 is a bit alien to me and solutions that worked on XP aren't working here...

Alright so, Hand Brake can go, LOOT looks weird but you can keep it if you can't manually manage your mod load order, PC Matic can definitely go, you already have Avast which is good enough in my opinion, SnagIt you don't need, i'm pretty sure you already have a print screen key on your keyboard and you can use paint to crop it, that looks like bloatware that you don't need, Spybot Antibeacon can definitely go, Avast! is good enough I think, if not install MalwareBytes Anti-Malware.

Also I would suggest, as you already have with "program", disable McAfee and all instances of Electron on your startup programs, unless they are essential.

I also have "program" in my startup programs on my PC and my PC must be the cleanest PC in the world, hardly anything on it and it never touches internet browsers :D

Windows made a pretty big update last night on my computer. Electron is Hughes Net Satellite Internet Programs and have not caused any problems so far. As far as LOOT, I do use it a lot, as I do have many Mods for my Bethesda Games from many different sites. PC Matic has been on my side for a long time and has found many problems that AVAST has not and AVAST has found things that PC Matic did not. In any case, I have not seen the Command Prompt screen popping up, but the BroadcastListenerWindow is preventing Shutdown is STILL there and it really concerns me.
