Unidentified network through wired connection and slow internet

So yesterday after booting up my computer I was getting unidentified network showing up under my connections and no internet access. I tried numerous different proposed solutions and not one of them worked. Then I decided in desperation to try unplugging and pluggng back in my ethernet cable on both ends. Suddenly it recognizes my network again and the internet works!....
Sort of. So now it is connecting to both Network and Unidentified Network and while download speeds are fine(tested via loading youtube videos) it is timing out trying to connect to most websites including speed tests. I assume this is some issue with upload specifically? We have another wired computer and wireless working fine through the modem. The ip config reads out

I'm wondering if maybe something I did trying to fix the first issue has caused the second?

UPDATE:
So I went into change adapter settings>properties>configure>advanced>Network Address to check if I still had 12 random numbers entered in there like one of the fixes to the unidentified network problem suggested and it was set to not present instead, I tried putting the random numbers in and got the unidentified network problem again so I then set it back to not present. Oddly this seems to have at least fixed the whole not connecting to anything but google thing though I still have the unidentified network showing up it doesn't seem to be doing any harm. I have no clue how changing the network address to something then changing it back to not present fixed this, frankly networking just seems like sorcery to me. If anything else happens I'll be back but for now this seems to have fixed the problem? So if anyone else has this issue and nothing else works try replugging in your cables and then switching your network address around I guess?

And the final question is? Besides the fact that from ipconfig we can read that a Realtec Ethernet card is connected to some router (192.168.1.254), we cant tell anything more.
If the other PC's are working fine its obvious theres something wrong with the OS on your computer, since Eth seems to get all it needs.
Besides that not sure what you mean by "it is connecting to both Network and Unidentified Network".
If you already found ipconfig/all how about ping www.google.com.

The question is what can I do to fix this or at least where can I start looking for answers about this? Any search I do only brings up the previous error I had which was the unidentified network and no internet. When I say "it is connecting to both Network and Unidentified Network" I mean when I go to the Network and Sharing center it has both "Network" and "Unidentified Network" listed under my active networks as local area connections. I tried the ping operation both on google and one of the speed test websites that are timing out on me and got a very strange result:

I apologize if I am missing obvious things, I don't really know much about this sort of stuff.

Wow that looks weird, it seems ping to google went over IPV6 and to speedtest over IPv4. Something is really messed here.
Id suggest to do 1 thing for now, go to windows device manager and try to uninstall the ethernet driver. Restart the computer, then install it again as updated as possible.
It seems like there is a mess in windows network configuration for this card.
