Question Unidentified Problem with Newish PC

So I recently transferred to an ITX case and I had to swap a lot of parts. But a few days ago while just using my computer for desktop stuff it began having this bizarre issue. The screen started glitching and it would stay that way. Also I was on discord at the time. It would keep crashing and rebooting. Then it finally just stopped and then restarted the whole computer. So I thought this was a power supply issue. I got a new power supply. The issues have gone away but similar ones have arisen. It takes multiple tries to get it to boot and I see the occasional glitch on my screen. I still feel like this has something to do with power but now I'm thinking maybe my CPU is bad and the automatic voltage is too low for it. Not sure what the issue is but glad for any ideas.

update the motherboard´s BIOS within BIOS using instant flash, don´t flash in windows

check the hard drive for problems

how hot is the CPU GPU and the chipset? Use hwmonitor for that

Try without GPU and only onboard graphics

GPU and CPU temps look normal . I don't know how to check for hard drive problems. When I try to run on only onboard graphics nothing outputs to display with either HDMI or DP. I will flash BIOS and try again.
