So I have access to multiple Hotspots that come an go from my residence. They are the only source of internet, but there is always at least 1 Hotspot there.

I currently have a Cradlepoint MBR95 that selects the Hotspot to use based on availability and priority.

I want to add a Netgear R6400 to use as a VPN connection for streaming out of region shows.

Yes and no. The netgear WAN port would be set to a gateway ip of 192.168.0.1 and would for example have a wan ip of 192.168.0.150. I would leave it on dhcp,

The lan ip I would set to 192.168.1.1 just to make things easier you could use 192.168.1.10 but it just makes things confusing.
Would be connecting to one with IPVanish using OpenVPN somehow

The Cradlepoint and Netgear will be in close proximity to each other so a LAN to LAN or LAN to WAN would be easy

The ultimatw goal is to have my regular Cradlepoint unsecured connection for normal stuff then simply connect to the Netgear VPN SSID to secure the connection
 
If you are willing to deal with which router you connect to you can put the netgear behind the cradlepoint using it in router mode...ie hook the wan to cradlepoint lan.

If you get really ambitious you should be able to tell the netgear which traffic to send via the vpn and which to bypass and send directly. I have not done a vpn on a netgear in a long time so I don't remember which features it has

Thanks for the help! I got everything set up and now just have to get the VPN stuff working

I have internet connectivity on both 192.161.0.xxx and 192.168.1.xxx subnets
 
One last thing... If I were to change the subnet mask from 255.255.255.0 to 255.255.252.0 would the 2 LAN be able to "talk" if they are currently 192.168.0.xxx and 192.168.1.xxx?
