Unique idea for air cooling on pc.....

Using one of these to push air through with some ventilation ducting and then using noise dampening material to keep it quiet .......

Nahh, that won't work. It will blow are WAY too fast and not allow the CPU and GPU fans to properly move air through their respective heatsinks.

What about if you have it sucking hot air out?

Same issue will happen. Computers need smooth flow of air. Not crazy blowing or sucking. There is a reason computer fans and cooling system are designed the way they are and no one does anything like this.

You can try but it will run hot as the air moves too fast to transfer heat away
