University Ethernet is WiFi?

Hey,
My dorm room in my university has two Ethernet ports to connect to, though only one work because according to the telecom office the one on my side is used for a WiFi antenna. The only thing inside of the port is what looks like a cat5e which has been cut at the end. I would like to know how this system is working and if their is any way to get the port to give internet to my PC when I connect a cat5e patch wire to it.
 
Most likely the two cables were pulled but only one was punched down in your room. My guess would be that the port on the network switch that was suppose to connect to your second outlet is now used to connect a Wireless access point in your dorm building.

the cable is most likely not connected to anything on the other end.
