Unknown CPU part

I have a a part that I know has something to do with my CPU, I'm just not sure where it goes/how its fitted. (Picture below) the hole in the middle is smaller than my cpu by a large margin. I seems like it should go on the back of the motherboard, right behind the CPU, but the the way the bracket is, the rods would screw in , not push through the 4 holes, meaning the heatsink part to my liquid cooler would be able to attach. Any ideas?
I think it helps cool the CPU because lately my computer crashes from my CPU overheating. It was on my original motherboard, and until today I didn't even remember it until I found it in my old mobo box. Note that I didn't switch CPUs, its the same one.

Well, not by choice of course I got the PC from Cyber Power PC. Originally, it had a gigabyte motherboard, but that failed and I got an MSI 970a g43 motherboard. Also, CP decided that a normal cooler master liquid cooler wouldn't work, so the mixed and matched. It has a radiator from the seidon line, but the heatsink part from the nepton line. It makes sense that it is the backplate, though. I'm pretty sure it was somehow used on the old mobo, but it must not have been since in has an Intel X shaped backplate... Hm, I thought it could be the issue with my CPU overheating. Right now it runs at 52 C idle, and I was hoping that part was the cause. Oh well, back to the drawing board
 
Probably. The frakencooler is operating, but might not be actually working. I've had the PC for 6 months and other than the motherboard issue, it ran fine up until this problem arose. I swapped out thermal paste but no avail. Thanks for your help nonetheless with identifying that part
