Unknown FPS Problems

Specs:
CPU: i5-3570k, Standard Clock
GPU: EVGA GTX 970 Overclocked @ 110% Power Target, 91C, +136Clock, +500Memory
RAM: DDR3 4GBx2
Motherboard: MSI-Z77A
Monitor: 1920x1080
Game: Planet Side 2

Problem: No matter how high or low I set my graphics in game, I don't see a significant difference in average FPS. Its terrible to have FPS at 40-60 frame fluctuations and I don't really like the idea of 30 FPS. I was wondering if there is any hardware issues because I can't see why I can't achieve 60 FPS.

Oh sorry that I didn't respond to your post but thank you for trying to help me.
I found my solution in that the game requires higher than 4ghz because of the massive physics chaos in the game...
I overclocked my i5 from 3.4 to 4.2 without changing any power values which proves to be very very stable
Also my thats my gpu's power target

Also the I found some optimizations done by other players tinkering in the options files which help gpu if anyone out there is lagging from gpu.
My lag came from cpu.
