Whenever I try shutting off my pc, there is a screen that says there is an app preventing shutdown. The app, however, has no picture to identify, no title and no description to it. However, when I cancel and try to shut down again, it does so with no issue. How can I identify what is preventing shutdown?

The way win 10 shuts down is affected by startup programs. Its all part of Fast Startup. Win 10 saves a copy of running programs into hiberfil.sys at shutdown, saves a copy of running drivers into ram and puts PC to sleep. On startup, half the files are already loaded.

Its possible this app is part of a startup program.

turning off fast startup may fix it - https://www.tenforums.com/tutorials/4189-turn-off-fast-startup-windows-10-a.html

do an Anti virus scan as well, just in case.
