Unknown source of FPS Drop possibly due to USB devices

So recently I've encountered a problem when playing steam games. Just so you have a clear picture of my problem. When running black ops 2, the fps at the TITLE SCREEN would lie roughly around 60fps, recently it has dropped to 40 (this is without any usb devices connected). The moment I plug in my razer naga hex, it drops to 20. When connecting my logitech g110 keyboard, it further drops to 10. It stays at 10 even during gameplay, where it used to reach 100+ fps when uncapped. However, I do not encounter the low fps problem with non-steam games (useful note). Also before anybody replies with the same ol' pieces of advice:
Yes I have gone into the nvidia control panel and assign the High Powered Nvidia card to the games I play.

Also important info, I'm running a lenovo y410p, meaning its a gt750m.

I have a feeling its a virus related problem, but if so, then why do games like bf3 run fine?
Gah I gave up looking for answers, I now call for the experts for assistance (you fine people)

If you hit CTRL+ALT+DELETE, and select the processes tab, you will see a list of stuff your computer is doing, and the overall CPU usage as a percentage at the bottom. Monitor this screen whilst plugging in your USB devices and see if something happens (this is to test if you have any drivers or software that mess things up when you plug the devices in. If nothing happens, I blame Steam and would adivse you to contact their costumer service / browse their forums and see if anyone else has had a similar problem.
 


Thanks for the swift response. I've tried it, when connecting the device for the first 5 seconds the cpu usage would rise from 2% to 17% probably due to the loading of drivers. It would decline back to 2% after a few more seconds. I'll check the steam forums,thanks. In the mean time, anybody else has advice? Keep them coming!


UPDATE
I've monitored the gpu usage, and it seems that that when I plug in my mouse, the percentage increase from 12% (no devices, on title screen) to 45% (mouse, on title screen). What gives?
 
Maybe nothing but check in the BIOS if the USB ports are set to the proper standard (1.1, 2.0, 3.0 etc). I don't know if setting the USB ports to a lower standard would cause such a problem but it's worth looking at.
