Question Unknown startup app blocking Windows 10 startup

An unknown startup app blocks the whole screen at the windows 10 startup...once I enter my pin for login then the screen turns black due to some startup app and I cannot do anything further...Ctrl+Alt+Delete works but I cannot even open the Task Manager to disable it...please help...

Try logging into safe mode
On the login screen, click the power button in bottom right
while holding left shift, click the restart choice

this loads windows into windows recovery
choose troubleshoot
choose advanced
choose start up options
click the restart button
choose a safe mode (it doesn't matter which) by using number associated with it.
Pc will restart and load safe mode

It shouldn't do it in safe mode as only programs built into windows work here.

So if its normal, try this:
while in safe mode, set the PC up as a clean boot and see if that lets you into windows, as a Clean boot will stop all startup programs and you should see desktop
