unlikely lag on games

So i decide to play TF2 on my new computer the it ends up lagging like hell, and it is not an internet problem since i even lag when playing offline. I use mat_phong 0 and still lag like hell. My APU is a AMD A10 7700k paired with a Hyper 212 evo and 8 gb of ram and currently use windows 8.1. SOMEONE PLEASE HELP ME!!!!!!!!!!

Have you overclocked anything? What motherboard do you have?

I don't overclock, all drives are up to date, Plus I am getting low FPS , average before was like 50 on my shitty laptop. Now I get 9 FPS average on my new custom built . Plus the motherboard is an Asrock VE248.

Did you install the graphics latest drivers from AMD?
