Unlimited budget, (government money, go overkill)

I work as an IT supervisor in a government agency, my uncle knows the head guy at that agency. I managed to fabricate some story that I need a very top end PC to do my work, and my boss bought it (he not very techonologically advanced, he thinks computers cost thousands of dollars).. I have a pretty much unlimited budget (uncle managed to do that, kudos to him), so go wild. Remember, this is government money, so go OVERKILL ON EVERYTHING. But don't try to go past $5000-$6000 because I told the guy I need at least $8000 for a good PC, but if I go less than the budget, I would have earned some brownie points with him. Also, i live in the USA.

Umm, does the motherboard support 8 sticks of RAM? Also, I think I've heard of some cooler master cosmos cases, they were pretty expensive and look cool, are they any good?
