[SOLVED] Unloaded Microsoft Outlook Add-ins with correct registry.

I have been having an issue with an unloaded Outlook add-in. I have gone into registry editor and the load behaviour is set to 3, which it should be, to have it automatically load in when Outlook is launched. However it doesn't. I then have to go to manage add-ins and enable it, the next time I launch outlook I have to do the same again.

I am using windows 10 Pro version 1909
Outlook 2013 as part of the Microsoft Office Professional Plus 2013 package version 15.0.4569.1506
The add-in is MiCollab Microsoft Outlook Plugin version 9.0.9.0

No need to worry I have fixed the issue, I made the registry edit for the local machine, which usually worked, however I had to go under the user registry keys and change the load behaviour there which fixed it.
