Unlock amd sempron 140

Hello!
I have motherboard https://www.asus.com/Motherboards/M5A78LM_LX/
Second core unlocked very simple with one number-4 without bios,and when start up the windows 7,32bit crashed,2-3 times and after this,windows 7 work normal and recognized athlon II X2 4400e.
What can I do to risolved this problem?Thanks and sorry for bad english :)

I'd say don't exceed 1.30, if you get up that high and the CPU still isn't stable at stock speed, then I'd say that second core just isn't usable, and you'll have to buy a new CPU if you want more performance.
Core unlocking is never guaranteed and often those cores are locked for a reason, namely that they failed quality control testing. It looks like the locked core isn't particularly stable, you can try increasing the core voltage slightly in the BIOS as that might improve stability, though it will increase the heat the processor will put out, which might be an issue if you're using the Sempron's stock cooler.
 
CPU core voltage controls should be in the BIOS somewhere under CPU options, though it might be found under Power or something like that depending on how your BIOS is setup. Increase it in the smallest increments it allows and try booting and keep going until hopefully you can get it running stable. I don't know what the maximum safe voltage is for the Sempron 140, so you'd best look for the AMD Engineering Datasheet for the processor which will tell you what that maximum value is.
