unlock owner locked

when i turn on windoows 7 on laptop it immediately shows 'owner locked' and then goes to total blue screen. neither start menu or settings can be brought up. ideas welcome...

Tap the Function 8 key as soon as you power up the laptop and see if any of the Safe Mode options in the Advanced Boot menu make things look any better. That login screen is shown in the base graphics mode and then switches over to higher end graphics to display the desktop wallpaper. If no other Safe Mode option works, try the 800x600 graphics mode.
