Unplugged PC plug now my PC is slow.

I accidentally unplugged my computer plug whilst trying to find a USB port. Now it runs really slowly, but the weird thing is is that it is really quiet. It's like it could not be bothered to try again.

It runs with a CPU temperature between 20-30 degrees, and it does not adjust to games. For instance if I would load GTA 5 my PC will not adjust to the settings, therefore sticking me with about 5-15 fps. But the PC will still remain at around 25 degrees

16 GB Ram

That line in itself usually gives off a bad vibe when you read that in a post with a title like that. That being said, you may want to try a repair install and see if the issue is averted. It might also be a good idea to state if your installation of Windows 10 is based off a licence key or the free upgrade path.

Last form of advice can be to reinstall your OS using a bootable USB installer.
