Unrecognized OS drive after PSU loses power

Hi guys, this problem has been persisting for me for months and I finally thought I'd ask the community. I have my OS installed on my SSD and whenever my PSU loses power (eg. power outage or simply flipping the power switch on it) and I turn the PC back on, it tries to boot from my HDD and it won't boot correctly until I unplug the HDD and boot it up using only the SSD, then I can shut it down and plug the HDD back in. It's more of a nuisance than an unsolvable problem, however it is quite the nuisance so I thought I'd ask you guys.

it sounds like the boot order is changing. Can you verify this is the case next time it happens by going into the BIOS after power loss?
if it cannot remember the boot order you may need a new button cell battery on the motherboard. CR2032 Lithium.

Solution
I can't go into the BIOS because it ends up in a reboot cycle saying that an OS hasn't been found. That is until i unplug the HDD and boot with only the SSD. I would assume it does change the priority, would a new button cell battery solve the problem?
