unsolvable gpu issue

ive been trying to play rainbow six siege recently, and this problem is only with siege. i open the game and i can play 3 or 4 rounds before my gpu and vram max out and drop to 10 frames. ive switched between two cards. first one being a GTX 770 2gb and only being able to make it through half of a round before this happened. second one being a radeon 7950 3gb, there was an improvement but it was only temporary. when the drops start i need to restart the game. any solutions to the problem would be nice. ive tried looking it up and i either have no idea what to search for or its such a unique problem the solution isn't out there. also it only happens with rainbow six siege. when i play fallout and shoot someone up close it lags a little bit then returns to normal, dont know if thats related or not.

ive tried an amd card and a nvidia card. reinstalled drivers. lowered settings. changing configuration files. checked temps. all im sure of is that the problem is consistent across multiple cards of different brands both are maxing out memory and usage. this problem was non existent in my old build which was lower quality than my current one.

Specs currently
i7 6700k
amd radeon 7950 3gb
16 gb ddr4
1tb hdd
msi b150 mobo

ive got a GTX 1070 coming in and if switching cards didnt fix this than it needs to be fixed before i get the card.
 


its not temps. if it was that simple i would have found it. this is complete last resort. driver reinstall, usage, temps, switching cards, lowering settings, nothing worked, only fixed it for a few minutes and restarting every few minutes is not acceptable.
