Unsolveable GPU Usage Issue

SYSTEM

  • ■ AMD (Ryzen 5 2600X)
    ■ MSI (GTX 1060 3GB)
    ■ Kingston (HyperX Predator, 2 x 8GB, DDR4, 3000MHz, C15)
    ■ Kingston (A1000, 240GB, PCIe SSD)
    ■ Cooler Master (MasterWatt, 650W, 80+ Bronze, Semi-Fanless, Semi-Modular)
    ■ GIGABYTE (B450M-DS3H) NOTE: I choose this one because no other was available in my region.
    ■ BenQ (XL2411P, 144Hz, 1ms, 1920x1080)
POINTS OF INTEREST (may forgot some)

  • ■ I have every frame rate limiting feature disabled (V-Sync, manual limits and so on).
    ■ BIOS settings are appropriate adjusted, CPU is boosting up to 4.25GHz on two or less cores when the adequate load is presented, I doubt CPU bottleneck.
    ■ I mostly play Fornite & GTA V Online which I believe are fairly optimized as this issue does not occur on other identical systems running those games.
    ■ I have the all the latest drivers manually installed.
    ■ Temperatures, clock speeds, power draws, etc of all relevant computer components are completely normal.
    ■ I monitor the above mentioned values using MSI AfterBurner and HWiNFO64.
I have tried everything. Persistent usage drops vary between 50 and 70 percent during regular gameplay when in fact it should be reaching near the 90+ usage mark like any other identical system is.

Please help.

some1 from rockstar games should answer your post, why their scripts don't load 100% 3D world, or better, ask them to give connected players their desired frames per second. So we could have :bounce: time
