Unsolved problem with PC being slow for a very long time

So I've had this problem for quite a while and never brought it up for some reason, but every time I turn on my PC, it turns into the biggest piece of crap garbage PC I've ever seen. Audio cracks, PC runs at like 15-20 fps, CPU goes up to 90 randomly, its practically unusable, but after a reset or two, it goes back to being my perfect gaming PC. My Specs are i5-4460, RX 480 8gb, 8gb ram, an SSD with a hardrive, and no overclocking, also 850 gold PSU (was on sale for good price plus I plan to use it for a long time so I don't have to upgrade.) Wondering if anyone knows what could possibly be the problem? It runs everything perfectly fine once it is up and running, but I know if I turn it off, the first time I turn it on it will be dirt garbage. I have a recording of its quality but I don't know a way to add it here. I can also tell if this happens because the logo for my BIOS will be very slow but if its on top performance, it will show for a split second. Reinstalling windows also doesn't help this issue, I've tried that atleast 5 times lol.
 


Is there anyway I can test without using another computer? I've had the computer for a year now, Its just been the same.
