Unsolved Stuttering in games, Possibly the PSU?

I have been having this problem for a long time, but I never really asked any professional about it.
So here are my specs:

ASUS CROSSHAIR FORMULA II AM2+
AMD PHENOM X4 960 3GHZ
*new* GTX560 Ti HAWK MSI
RAM PATRIOT DDR3 4 GB TOTAL IN DUAL CHANNEL
HD SAMSUNG 720GB 3Gbp/s
*new* HD SEAGATE 2TB 6Gbp/s (OS and Games installed here)
PSU CORSAIR 650w

Yesterday I switched my GTX 260 for a GTX 560 Ti
So this was clearly not the problem, as the problem persists exactly like it was.
I tried a lot of driver configurations, both in Windows 7 and 8,
So I am almost certain this isn't a driver problem

I did a memtest86 some time ago ( I should do it again though)
And yesterday I tried Prime95 for three hours with no problems whatsoever

It doesn't make sense that something like this persists,
Could this be a voltage problem or something like it?

To be honest, it could be the Phenom - its an old bird nowadays.

However I also used to get these problems when I OC'd my GPU with an unstable clock - it didn't show artifacts, just FPS stuttering.

Do you have a spare PSU to test? The voltage on the 12v rail could be fluctuating.

Did you run a capture program just to demonstrate the problem or have you always been capturing while gaming?

Both my rigs can stutter stutter when I set capture settings very high. (and game settings at ultra)

Check your CPU temps. It may be throttling the clockspeed to keep it below the melting point.

Already? I mean, could a bit newer Phenom II X4 960 do the trick here? (my Phenom is actually a 940)
I am using HWMonitor and the processor starts off at 60ºC, there's definitely something wrong here...
I am going to leave the trying with another PSU thing on hold I guess...

I captured the video with a camera, so, yeah unfortunately not.
That would be an easy and a better diagnostic at this point.

I am going to attach an image of both the voltage and the temperature at startup.
Probably something wrong there.

My case has a very very high airflow it's a Cooler Master with a 40cm diameter fan; I bought it because of a malfunction of my previous GPU that reached 105ºC easily.

Probably not a sensor problem, considering the stuttering. Max temp for PII X4s are 62C or 70C. It's throttling down to keep it from damaging the chip.

Is it really possible that it starts off at 60ºC?
I find that a bit odd.

This is me looking around in Dead Space 1

Could it have damaged the motherboard as well?
I mean, it has been a LOT of time since I had this problem... and I have been looking at the wrong places ever since

It's possible that you have damaged the chip, but they throttle to protect themselves and are pretty resilient.


I think it's more likely that the chip will be fine after you fix the temp issue. (No guarantees though)

Good morning!

Yeah, a new processor isn't that expensive
But still, I am really hoping for the best here.
