Unstable 4790k overclock or..?

My 4.5@1.15v oc has been stable since i've owned the chip, until i changed ram. I had corsair vengence ram prior to, and changed to ripsaw X with the diff. being the g.skill is faster but runs at 1.65v. My problem is last night after gaming for an hour, i checked hwinfo and it said at some point the everything (core speed, ram, and pci-e) cut in half. So 4500mhz became 2250, 2133 became 1066... Is this an unstable cpu or is the ram doing this?

when you overclock the cpu you also overclock the memory controller in it to so when you changed out ram you probably messed up the overclock so what you might want to do is put the old ram back in and underclock the cpu back to where it was stock after that put the new ram in and and try to overclock it to where you had it before or as close as you can or maybe just keep the new ram in there and clock the cpu back to stock and then overclock it to as close as you can to the original overclock
 
The 4790k self turbos to 4.4 anyway. A 4.5OC is negligible. CPU-Z says the ram is 1066 because 2 x 1066 is 2133 and its Double rate Dynamic RAM.
Without an appreciable OC, the CPU will idle at 2.2GHz now an again. Use your mobo utility software and you should see the CPU speed jump up and down.

4.5 is negligable i agree, but the it wanted 1.25v when on auto. 1.15v reduced my temps by 10c so id like to stay there. My origonal thoughts were something made the bclk halve itself, although no thermal throtteling whatsoever. Could i just drop the ram speed/timings/voltage or add .10+v to the vcore? I did do a 1hr run of p95, all i had time too, and it was fine.

So raising the multiplier messes with the imc? My "overclock" is virtually just an undervolting so if thats the case then i should be able to raise the vcore and restabilize right. Relaxing the ram specs has brought stability back but i still need to mess with it. And my cpu core speed/voltage does NOT fluctuate in any test, or sitting idle.

Ok, i ended up doing a revamp on the memory. I have the ram at 1866/9-9-9-26/1.5v and cpu at the same as before, 4500mhz/1.15v/100bclk and stable to everything i've throwen at it. Im ganna stress the system for as long as i can tonight and if this holds im done. Thanks for the ideas and help.
