Unstable FPS In League

During the past week, my PC has been lagging a lot in LoL, and I used to get a solid 60fps on medium high settings. Now I'm forced to play at 1024x768 just to remain above 30fps.

As shown in these screenshots (http://imgur.com/a/b0nT3) one frame I'm at over 100fps (Medium settings, no shadows), but as I head into lane my framerate fluctuates from 60 to 20 constantly, which is really frustrating and makes the game almost unplayable for me.

The problem persists regardless of resolution and graphics settings. I have a pentium b960 (2.2ghz) but I have never had any problems with fps. I have tried upgrading and downgrading my graphics drivers a few times, uninstalled unnecessary programs and services, and etc to no avail.

I have also tried cleaning out the laptop, but I wasn't able to fully clean it out as i didn't have the right type of screw driver. However when I took off the keyboard, there's a gap where you can access the fan, and I wiped it up with some cotton buds and air. The overall temperatures have gone down a bit (about 10c) but the problem still remains.


full list of specs: Intel Pentium B960 @2.2ghz average temps of ~70 when under load
Intel HD (doesn't specify whether its 2000, 3000 or anything, so I assume it's just standard intel HD)
8GB of DDR3 @ 667mhz
500gb HDD
Desktop resolution of 1280x720 (laptop connected to monitor)
