Unstable gpu usage in open world games

So i have bought new laptop dell inspiron 7577 with gtx 1060 maxq but every time i try to play any open world game like the Witcher or final Fantasy xv or pubg etc... My gpu usage be like 70 or 60% and my fps be like 40 or so and some times gpu usage be like 30% if i lower the graphics and the fps be 50 or 60 if iam standing still... But if iam playing indoor like rainbow six sege the gpu works fine....and when i send it to the shop they said every thing works fine in the hardware....and i downloaded all the drivers from dell website..... and by the way i was having the same problem with my old pc.. Gtx 960... Cpu amd 6300.. Any ideas..

cpu usage on the individual cores between 40% and 80% ...CPU temps under load 80c

There is no arbitrary GPU/CPU usage ratio that is 'right' or 'wrong', it depends on the game. If you are getting decent frame rates (lowering res and/or details may shift more burden to CPU, within reason), then it is fine.

Do not expect some arbitrary ratio of 80%/80% to be maintained from game to game, especially where a laptop will regulate overall power draw as well...; as your CPU is an HQ variant, it runs at lower clock speeds than a desktop variant, but, should be close to maxing out a GTX1060, even a mobile...
