[SOLVED] Unstable GPU usage

So my gpu usage is at 99% all the time but when i play open world games for example gta 5 i have 99% but when i go to crowded places gpu drops like 80% to 70% and the fps drops when i bought this PC i didnt have this issue i updated all the drivers its not working. I have the same issue on Days Gone i have 99% but when i go to camps and cities gpu usage drops

GPU:RX 5500xt 8gb
CPU:i510400
RAM:16gb
HDD:2TB

I've done what you told me and the HDD usage is constantly changing sometimes is around 70-100% sometimes 10-60% is that good or bad? What should i do can this be problem in the setting or regedit problem should i format the pc?
Here's the thing with gaming on an HDD; It doesn't like 100%. When it goes above 80% or more, that is when you will start to feel stutters and "jittering". I don't know what this has to do with the GPU usage because it doesn't. The FPS maybe.

If you want to save yourself from stutters or FPS drops, then an SSD would be the easier option (if you have one that is).

Where is your CPU usage at in those crowded areas? Are some cores near 100%?
This sounds like the crowded areas may be pushing the CPU too much. Also, as @rgd1101 says, some games actively load assets from your drive, while gaming. An HDD might have a hard time keeping up.

Run HWiNFO64 in the background (sensors only, logging on) while you game to see what your HDD usage is at.

GPU usage that high is normal. It means your GPU is actually working at it's full potential to what it was meant to be used for. As for it dropping? Do you have your FPS limited? That is a reason for it to not be 100% usage, but that isn't the case here. If it drops like that, then the game may or may not use GPU resources in that area.

What you should do is go to those areas and see if the CPU jumps up in higher usage. If that's the case, there might be a bottle neck happening possibly, or again, the game will favor the CPU more than the GPU.
