Your situation is a "non-adjacent partition". Window's disk management is unable to do that so you need to use other softwares.

Use MiniTool Partition Wizard to merge non-adjacent partition. You can use the free version, it will allow you to do that. No need to use a trial or anything.

The tutorial can be found here: www.partitionwizard.com/amp/resizepartition/how-to-extend-partition-to-non-contiguous-space.html or

The issue is the Partition style.
MBR (as noted in your screencap) limits the usable size to 2.2TB.
To fully utilize that drive, it must be GPT.

You can probably change it without a reinstall or anything. MBR2GPT.
https://docs.microsoft.com/en-us/windows/deployment/mbr-to-gpt

However, I would not do this without a full backup of the entire system.

Right on, that's true!

After he converts it to GPT though, he still won't be able to extend the partitions because they are not adjacent.

MiniTool Partition Wizard can do the conversion to GPT as well.

I tried it did not work ,I tried again with mini tools option and the Microsoft option did not work all times I tried I had to resort to backup I made just before trying this thanks @USAFRet. I finally got it when I used Sergei Strelec that a friend had. I forgot which program on it I used to get it to work (as there is multiple partition apps)
