Up/Down arrow keys are not working.

I need to open my PC in Safe Mode, but arrow keys are not moving to highlight it. I tested the keyboard and is working good. If I select F2, keys move up and down, but not in F8 in order to highlight Safe Mode. Any good answer? Thanks.

Can't you keep tabbing until the focus is on the item you want to access?
