Updated Bios Now Windows only sees half of Memory

Problem

I've been having issues with my aging computer for a while now. I'll try to keep it short.
A while back during a Windows update I had a brown out and, since then, it takes several power cycles (1-40) to get my computer to post. After some troubleshooting I assumed its either- a failing motherboard, a failing PSU, or corrupted BIOS. So I updated BIOS first...

After updating, my computer now posts with no trouble. I've rebooted at least 20 times today with no issues posting. But now Windows and BIOS are only recognizing half my installed memory.

Things tried

Not necessarily in this order.

1. msconfig > boot > advanced > maximum memory > unchecked
2. Asus's "MemOK! switch
3. Booting with 1 stick in the single slot config recommended by manufacturer
(All 4 sticks work with Windows recognizing each having 4gb)
4. Booting with 2 sticks in recommended slots
5. Booting with 1 stick in every slot. One at a time
(All 4 slots work with Windows recognizing each having 4gb)
6. Re-seating CPU
7. Adjusting CPU heatsink's mounting bracket to various tightnesses
8. Windows Memory Diagnostics utility (Only recognizes 8gb. No errors)
9. Reset cmos
10. Clean reinstall of Windows 10
11. CPU-Z Recognizes all 16gbs. 4gb in each slot

12. Reset BIOS to "optimized defaults"
13. Check for loose connections
14. Removing all memory, reset CMOS, and reinstalling memory
15. Yelling at it


Other, maybe useless, info

1. I've never overclocked this computer, messed with voltages, changed anything in BIOS other than the system time.
2. Requested and was a approved a RMA for my PSU, but now I'm unsure if its the issue. It did pass the paperclip test. So I don't think its the PSU now.


My best guess is its a failing motherboard, but I'd like to exhaust all my options before I spend money on a replacement. Thanks for any help.
