Not all the time. You have to go by the build number, not the catalyst version. If the number is higher it is newer.
When you install a beta driver it will show the catalyst version of the driver you previously had installed. If you install 13.12 first and then go to the 13.11 beta, it will actually show up as 13.12. If you had the WHQL 13.11 installed first, and the go to the latest beta, it will show up as 13.11 still.
It's a known bug that really isn't important since you typically go by the build number when it comes to beta drivers anyway. Sometimes there may be multiple beta drivers before a WHQL driver is released.
If you want to make sure that you always have/try the latest beta, check out www.guru3d.com They have a guy called asder00 over there that always gives them the latest beta drivers for AMD graphics cards. On the main page, right side, you will see "new downloads". That is where you will find the latest beta drivers, and also get some feedback from their forum members. Hope all this wasn't too confusing. lol.
PS: I usually wait a few days to hear what the forum members have to say about a driver before I install it, and I recommend that you do the same. Sometimes there could be an issue that needs to be addressed, and you may end up having more trouble than what it's worth. Best to let someone else deal with the headache first. lol 😛
