Updating AT&T Phones outside USA

Hello,

I have an old AT&T Phone (unlocked) and it is not receiving any updates at all outside the US.

any manual way to update the system and patch it ?

I contacted AT&T and they Just said "it will update when you come back , and you can only get updates from US towers"

OFC I am not buying that , I know any one can flash his phone using the usb port or over Wifi connection.

is there any way to do it ? and how to get the update files ? I tried US VPN and it did not work as well , which is strange because Wifi in the US allowed me to update , so it is not the IP address here alone .

any thoughts ?

Yes you can flash your phone anywhere if you get the ROM file for you phone. Do a web search for it. Keep in mind that can mess up your phone pretty bad if there is an issue doing it. Doing a flash is not the same as OTA upgrades you normally see though.
