Updating drivers made matters worse instead of fixing issue with graphics card.

Two days ago, I experienced a power outage and my PC was shut down in the middle of usage. Since then everytime I switched on the resolution of the screen became small. Upon checking the graphics card in the device manager, it said that "Windows has stopped this device because it has reported problems."(NVIDIA code 43). I tried to fix it by switching it off and on again and by updating drivers as suggested. However that made it worse because it was still not working but now the screen colors are all messed up too and my screen looks like it has a stupid instagram filter on. I tried, disabling it, uninstalling and reinstalling it but to no avail(Though the colors are back to normal when I uninstalled the drivers). If anyone has any suggestions to fix this, that would be great.
Otherwise, i was planning on getting a cheap graphics card to hold on for a year while i save up for a new system(mine is pretty old at around 8 years). My requirements are simply that it should play dota2 and overwatch. I would like some suggestions for a new graphics card that's on the cheaper end. I live in India at the moment so Amazon India is where I order from normally. The ZOTAC GeForce GTX 750 Ti 2GB Graphics Card was what I thought was decent since I didn't know if any of the cheaper ones are any good.
My current system specs are as follows:
OS: Windows 7 Professional (64 bit)
Processor: Intel Core i5 CPU 760@2.8GHz
Ram: 4GB
Graphics Card: NVIDIA GeForce GTX 460
MotherBoard: Asus p7p55d-e lx
Power: 500W Corsair(?)

PS: On a side note, this does not have to do with graphic cards but something else also seemed to have gone wrong since my computer refuses to shut down. It closes everything and goes all the way to the screen that says "shutting down" but just stops there. I know since I waited overnight(12 hours) for it to shut down but it did not. This is still a minor issue since I can still force shut down by holding down the power button but it is still worth noting.

Unfortunately I can't test it out at home as I don't have an extra card/PC. I will take it to a repair shop later in the day but if it is a hardware issue(which seems likely), realistically I don't expect to be able find a place to repair it. In that case it's probably best to just get a new card, I guess. In that case, what would be a good choice of card for the above specs? My budget is upto Rs.10000($125).

Unfortunately I live in India at the moment and that is not available in Amazon India. There are similar ones but they are over budget. Also, I am saving up to buy/build a new PC next year. I just need something to work and play Dota2/Overwatch till then, so I don't want to get something more powerful at the moment. My budget in Indian rupees is Rs.10,000 but lesser would be preferable.

Final update.
I took my cpu to a repair shop and had my graphics card opened up and cleaned. That seems to have fixed the issue. Thanks for everything
