So my computer was built maybe 5 years ago when I was just graduating highschool I have yet to upgrade or change anything minus monitors and keyboards ect.

Now that being said I am looking to upgrade my CPU but obviously my motherboard is out of date so need help now in deciding how to go about this I have created a possible new build but need some help from the community in telling me what I need to change!

That is my new parts list but there are incompatibilities so I really need help in how to go about this suggestions please!

Solution
Get less expensive RAM and use the money on a better motherboard. I like the Asus Prime Z390-A. For a cooler, the Hyper 212 Evo gets the job done. Good enough for a respectable overclock.
With the Core i7-9700K you should go with a Z390 motherboard.
A Z370 chipset motherboards may need a BIOS update before you could install the i7-9700K. So you will need a 8th gen CPU also.

You didn't add a CPU Cooler to your part list...the Core i7-9700K does not come with one.

So my issue I might be a little computer illiterate but im not sure what that means to get an 8th gen CPU or updating bios and then I have the stock CPU cooler from my previous will that work or do I need another cooler?

Also I updated my part list with the z390 and it seems that bios issue has disappeared on issues list

A Z370 chipset motherboards needs a BIOS update before you can install the Core i7-9700K.
So you will have to install an Intel 8th gen CPU, like the Core i3-8100, update the BIOS and then install the Core i7-9700K.
Which is not a convenient thing to do, unless you already have an 8th gen CPU lying around.

If you have a stock Intel cooler then it won't be enough to cool a Core i7-9700K.
The Xeon E3-1231 is a 80W TDP CPU and the Core i7-9700K is a 130W TDP

Solution

I would go with the CRYORIG H7 Tower Cooler, which can keep the core cool even when OCed.
For a little more cooling capabilities and double the price:
Noctua NH-U14S
Dark Rock pro 4
