I will be updating my PC from 2700k to 9700k so a total mobo, ram and CPU change; do I need to perform a clean install of windows?

This pc has the free upgrade of WIndows 10 from Windows 7 PRO Retail. So I don't want to loose the key or anything like that.

Is it better to do a clean install or will just swapping hardware be enough?

Clean install is absolutely the way to go. While you may get it to work, it may also be buggy and you not discover issues for weeks or months. Best practice is to do it correctly the first time and just do the full wipe and reinstall.
