With a i5-4690K, you already have a very good gaming processor.
Have you overclocked?
If not, you should do so.
You can probably do 4.2 which is about the limit of ryzen.

The question comes down to how many threads you can usefully use.
Most games do not make effective use of more than 4 threads.
If you think you need more, a cheaper upgrade would be a i7-4790K.

More likely upgrade, I think would be a graphics upgrade to a GTX1070ti or better.

As a test, Run YOUR games, but lower your resolution and eye candy.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

If you really need a cpu upgrade, I suggest a...
Without knowing what you use it for it hard to say whether either option is overkill/underpowered. the first option is a good set up, however you could save a bit of money on the ram by going for sticks without flashing lights.

The m.2/NVMe SSD is a must for me so i'd go with that.

If you really need a cpu upgrade, I suggest a i5-9600K with 6 cores or a i7-9700K with 8 cores.
Both will likely clock 5.0.

Thanks for the suggestions ill have a look into them and try out what you said.
My 4690k is overclocked to 4.2Ghz stable and i can get it to about 4.4Ghz stable
one thing i will mention that i should of said earlier is my board has two faulty dimm slots so i cannot run my ram in dual-channel which is the reason for a new board. Just did your test on BFV at 1680x1050 lowest setting getting about 65-80 fps on both 1920x1080,1680x1050 on lowest setting with future frame rendering on and with it off 50-60 on both resolutions
this is frustrating because im really stuck on whether to go intel or amd since Ive had this discussion on another thread and settled on amd but ive only ever used Intel and nvidia and that discussion lead to me finding that intel was better for gaming now but amd was more future proof
