[SOLVED] Updating Rig for Adobe's Stuff

So, I want to update my old rig for my son, mainly to learn editing stuffs in Premiere Pro and AE

The rig is an old Ivy Bridge rig.
i3 3220t low power version
8 GB sticks
an RX 570 or 580 (forgot which one)
an Asrock H61M mobo
PSU is Corsair VS550

So, with budget as low as, maybe less than 100 USD (I'm broke as hell), which can I upgrade?

Buying a xeon chip, with same tier like the i7 3xxx series?
or buying lower chip like a E3 1230 and add the spare for RAM?
Or anything else budget wise?

If you could find a Xeon E3-1270 V2 for that motherboard, you would get excellent performance. Keep in mind that the motherboard is not really overclockable.

its not possible to find E3 1270 v2 here
the only one possible to be found is e3 1230 v2

Any idea is it better or worse?
