Upgrade Advice Please

I built a system a few years ago and it's been a great PC. I am currently using it day to day and it also serves as my PLEX server. I have two HD security cams and I record from them with Sighthound. The cams and sighthound currently run off a newer laptop. However, even though that's all I use the laptop for, it pushes the CPU to run at 100% constantly.

I am considering upgrading my tower to handle day to day use, PLEX server, HD cams and Sighthound.

Solution
For plex + hd cameras you certainly want core count, gHz does not matter near as much.

Ideal a Xeon E3 or i7 would be best. If budget does not allow for it then you certainly want more cores so a cheaper board like the Gigabyte 970-ud3p would be better with a fx-8320.

Plex will not benefit in any way from the GPU so you could get a $40 cheap one like a Radeon 5450 or GT 610/620 and be fine there.
