Upgrade and or new build for gaming? ~$450

I'm looking to upgrade my PC, either purchasing a new system or upgrading what I currently have. I upgraded from an R9 270 to a RX570 and have not noticed a large increase in performance, I can still return the RX570 but I got a great deal on it (~150$).

I'm still not getting very good performance out of games (CS:GO & Playerunknown's Battlegrounds mainly). I was expected a huge jump in performance with the SSD and the new video card, but was ultimately disappointed. What would you say my best option is?
 
Indeed an upgrade of the cpu and maybe the ram if it is filling up to the max.Something maybe like a non "K" i7 or a Xeon like the E3-1231 v3 or the E3-1241 v3,maybe even the i7-4790S for a lower tdp with the motherboard you have.


My mistake, the processor I'm currently running is actually a quad-core version of the i3-4130.
It has hyper threading so maybe you mean that? Otherwise would you think that an i5 would be plenty of power.
 


That may be it, I was under the assumption that I had 4 physical cores but you seem to be right.

Would making an upgrade to this http://www.microcenter.com/product/472533/Core_i5-7500_Kaby_Lake_34_GHz_LGA_1151_Boxed_Processor and a new motherboard make sense?
