Hello everyone, I am upgrading my build from:
Case: thermal take view 71rgb
CPU/COOLER: I5 8600k/120mm master cooler
Graphics Card: RTX 2080
1TB Ssd
1TB Hard drive
16Gb ram corsair vengeance LED
650w bronze power supply
Motherboard: Gigabyte Aurous gaming 5
TO
Case: Snowblind Ibuypower on newegg
CPU i9 9900k/Corsair H100i platinum SE 240mm
Motherboard:Asus prime z390
Graphics Card RTX 2080
PSU: thermal take 700w RGB
24GB Ram: Corsair Vengance RGB white
Same memory

now my question is!! Should I buy a more expensive mother board like the gigabyte gaming ultra and get the i7 9700k or go with the asus prime z390 and the i9 9900?
Also thoughts on the set up!

you got it wrong there, the 9700k isnt as power hungry as the 9900k meaning having that semi-high end motherboard with the 9700k is useless and it would be better paired with the Asus prime z390 or the Gigabyte aorus pro z390.

on the otherhand the 9900k does need a good motherboard to really function properly especially with an overclock.

also your Power supply is bad and you should chose something better with the level of hardware you have.

gigabyte is pretty much the best in terms of overclocking and general power delivery for Z390. Asus only gets better nearing the high end $300+ so id suggest if you want to do z390 might as well get gigabyte.
but if you are going for 9700k you can chose which one is cheaper since it wont matter as much for 9700k, for 9900k on the other hand as ive said you would want a mid range gigabyte board.
