I have made this in hopes of getting some kind of clarification. I am looking to start a new build with the list provided. I have an upload stream over 6000kbps, its just my 4 core i5 4670k is showing its age and cannot stream/play many games at the same time. I am wondering if this is a good build or if I should replace the cpu/mobo with a ten/eight/six core cpu. Thank you in advance. My budget is $1700

Solution
The 5700xt won't support nvenc which would help a lot. 2070 super outperforms the 5700xt a little anyhow.

The 3900x will not have any issues streaming and gaming.
heres my version of your build:https://pcpartpicker.com/list/XTT8f9
I replaced 2070 super with a RX 5700 XT since 5700 XT is as powerful (if not a bit more) as 2070 super and there is no need to pay 100$ more for a gpu that will perform the same as 100$ cheaper card.I replaced 1tb m.2 and 1tb ssd with just a 2tb m.2.Also i replaced the ram because u want as many MHz as you can with RYZEN cpus. What do you think?

I like it, my only concern would be the 5700xt and encoding in OBS. I want to be able to stream with this set up and ensure the CPU isn't going to cause me to have a poor stream if I play AAA games. What do you think?
