My mom has a crappy laptop with a AMD V140 processor. It is very slow and I was thinking of upgrading it.

I looked at the other cpus and this one stood out to me as probably the best compatible one:

They are the same socket and wattage. Do they have to be the same wattage?

Are there any other reasons why I can't upgrade it?

The only place I can find it is used on ebay for $15, is this a good idea?

It depends on the motherboard. It may or may not need a BIOS update to supports it. I would ask what motherboard the laptop has, but it's a laptop. They're all different.

Since the Turion is only $15, I guess it would be worth a try. Don't forget to buy thermal paste.

That's the best thing you can do. I've been told by a friend that when he put a SSD in his Atom netbook, it was remarkably faster.

You can pretty much guarantee compatibility, too, compared to changing the processor.

IMHO, the safest choice to upgrade a V140 into a Compaq laptop is to follow the Compaq's directions.
They stated their V140 mobos to be compatible with Athlon II P320 and Turion II P520 CPUs... this means that these processors should be BIOS compatible already, since all of these are 45nm, and use the same V140 bus clock of 533 MHz (btw, the best choice is the P520, having faster core clock =2,3GHz and double cache =1MB).
The Phenom II P820, declared as compatible for Compaq 325 mobo, uses faster bus speed =1800MHz and could need some BIOS tuning (yet the P820, in spite of its 3 cores, seems not to perform so faster than the P520).
The upgrade speed from V140 to P520 should be from +10% to +100%, depending on tasks; today a new brand P520 sales for less than 10 USD, s&h included...
