My CPU is an AMD Phenom ii x4 810 and my GPU is a R9 380 4GB OC. Is my CPU bottlenecking my GPU and which should I upgrade?

We're going to need more info than that. Please list your current system's specs like so:
CPU:
Mothers;rd:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

Where are you located, how much can you spend for your presumed upgrades and what is your preferred site for purchase? It'd be helpful to us if we knew the sort of tasks/game titles you tax your system with.

CPU: AMD Phenom ii x4 810
Motherboard: MSI 970 Gaming Motherboard
RAM: 2x 4GB DDR3
SSD: 120 GB
HDD: 1 TB 7.2k RPM
GPU: R9 380 4GB OC Black plate
PSU: 500 Watt
Chassis: Coolermaster Scout 2
OS: Windows 10 64-bit

I am located in Malaysia, I'm looking at way less than RM 500 (which is $120.42). I'm considering the FX-6300.
I'm looking to play is Fortnite.
I get pretty good frames (above 60-80 fps avg) but it varies from 15-100+ fps and it looks choppy.

Considering you get good frames, I would probably hold on to what you have until you have a little more scratch and get something a little more modern. Even the 6300 is a dinosaur and I could not recommend that CPU in 2018.

Maybe you could buy something used to save some more money. Look for 1st gen Ryzen CPUs as they are not as pricing as Intel. Pairing it with a budget b350 motherboard and 8gb of RAM and the difference between that and what you have today will be night and day.

Doing anything other than this would be a complete waste of your hard earned money.

Yes, the CPU is the bottleneck. I have a Phenom II 840 that I just replaced with an FX 8320e for my Niece so I'm familiar with your CPU. I don't know the prices in your country but see if the 8320e is compatible with your motherboard and check the prices before you buy the FX 6300.

I looked it up, Your motherboard does support the 8320e and 8320 as well as the 6300 and 6350.
